TALLINN, Dec 16, BNS - At the summit of the national leaders of the Joint Expeditionary Force (JEF) in Tallinn, Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, the Netherlands, Norway, Poland, Sweden and the UK agreed to disrupt and deter Russia's shadow fleet vessels.
